The Assassins Arc proper is exactly volumes 7-8, up to Kishibe's "I don't wanna see anything anymore" line. That's too long for a movie but too short for a TV cour, and the Denji-Power scene at the start of volume 9 can't really be a season 4, so honestly the best move is to make it a TV anime and tack the volume 9 stuff onto it.
実際資格編として取扱されてるのは7巻から８巻ピッタリで岸辺のもう何も見たくねぇのところまでなんだけど映画にするにしては長いしアニメにしては少ないし、9巻冒頭の話のデンパワのシーンは4期としてやれないから、アニメにして9巻のところもくっつけてくるのがいいな

If it's one cour, the Assassins Arc and the Gun Devil arc both fit, but the runtime ends up juuust barely too short.
1クールなら刺客編と銃の悪魔編は入るだろうけど、それだと絶妙に尺が足りんのよな

Season 1 adapted 38 chapters, and the Assassins Arc plus the Gun Devil arc is 27 chapters, so there's plenty of room.
1期が原作38話分だったんだし、刺客篇+銃の悪魔篇で27話分だから全然足りる

If it's a movie, it'd be structured cleanly like the Reze arc, travel in the first half and That Stuff in the second half.
映画やったらレゼ篇と同じで、前半旅行後半アレで構成が綺礼に出来るんよな。

If they fight the Gun Devil, there's a bit of direction I want for the Makima fight: just for the Public Safety Squad 5 episodes, swap the KICK BACK OP cast from the Squad 4 members to Squad 5.
銃の悪魔と戦うならVSマキマ戦のときにやってほしい演出があるんたよね対魔特異5課の話の時だけOPを4課メンバーから5課に変えたKICKBACKにしてほしい。
