Honestly, at this point I can't even tell who has Conqueror's Haki and who just has regular Haki anymore. Back in the day it was simple — Conqueror's Haki meant you knocked out everyone around you.

@shige19800yen88 likes Judge doesn't really lead through personal presence though. I doubt Judge himself has Conqueror's Haki — his sons and soldiers are all emotion-stripped clones, so it's not like he's drawing people in through charisma.
