That's too long for a movie but too short for a TV cour, and the Denji-Power scene at the start of volume 9 can't really be a season 4, so honestly the best move is to make it a TV anime and tack the volume 9 stuff onto it.
実際資格編として取扱されてるのは7巻から8巻ピッタリで岸辺のもう何も見たくねぇのところまでなんだけど映画にするにしては長いしアニメにしては少ないし、9巻冒頭の話のデンパワのシーンは4期としてやれないから、アニメにして9巻のところもくっつけてくるのがいいな
