He is a screaming, finger-breaking cult fanatic who says it while working himself into a religious frenzy, and Japanese Re:Zero fans have spent years using his catchphrase as ordinary slang for "I am extremely excited." It has been fully detached from the horror it came from. None of this is mockery — it's affection. The show's antagonists gave this fandom a dialect, and after two months off the air they're using it to say the simplest thing possible.
